{"id":14,"date":"2014-09-07T13:28:59","date_gmt":"2014-09-07T13:28:59","guid":{"rendered":"https:\/\/www.buildingregs4plans.co.uk\/blog\/?p=14"},"modified":"2021-03-15T23:52:25","modified_gmt":"2021-03-15T23:52:25","slug":"inspections-service-plans","status":"publish","type":"post","link":"https:\/\/www.buildingregs4plans.co.uk\/blog\/inspections-service-plans\/","title":{"rendered":"Inspection Service Plans"},"content":{"rendered":"<p class=\"western\" style=\"margin-bottom: 0cm;\"><span style=\"color: #000000;\"><span style=\"font-family: Calibri, sans-serif;\">On 6 April 2013 the way in which Building Control worked with builders and home owners changed.<\/span><\/span><\/p>\n<p class=\"western\"><span style=\"color: #000000;\"><span style=\"font-family: Calibri, sans-serif;\">Instead of carrying out site inspections at fixed stages, the Local Authority were given the option of providing the builder\/applicant with an Inspection Service Plan before commencement of works.<\/span><\/span><\/p>\n<p class=\"western\"><span style=\"color: #000000;\"><span style=\"font-family: Calibri, sans-serif;\">This plan will identify the stages of work\u00a0where Building Control perform their inspections. The number and type of inspections will depend on the scope and complexity of the works, the construction methods used and the ground conditions, as well as the builder\u2019s experience and competence.<\/span><\/span><\/p>\n<p class=\"western\" style=\"margin-bottom: 0cm;\"><span style=\"color: #000000;\"><span style=\"font-family: Calibri, sans-serif;\">This, in turn, is likely to be reflected in the fee that Building Control charges.<\/span><\/span><\/p>\n<p class=\"western\" style=\"margin-bottom: 0cm;\"><span style=\"color: #000000;\"><span style=\"font-family: Calibri, sans-serif;\">(&#8216;&#8230;likely to&#8230;&#8217;, because these changes are yet to be implemented by some authorities.)<\/span><\/span><\/p>\n<p class=\"western\" style=\"margin-bottom: 0cm;\"><span style=\"color: #000000;\"><span style=\"font-family: Calibri, sans-serif;\">These inspections are expected to include the following stages:<\/span><\/span><\/p>\n<ul>\n<li>\n<div class=\"western\" style=\"margin-bottom: 0cm;\"><span style=\"color: #000000;\"><span style=\"font-family: Calibri, sans-serif;\">When you start work<\/span><\/span><\/div>\n<\/li>\n<li>\n<div class=\"western\" style=\"margin-bottom: 0cm;\"><span style=\"color: #000000;\"><span style=\"font-family: Calibri, sans-serif;\">Foundation excavations &#8211; to assess ground conditions, <\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Calibri, sans-serif;\">required depths, the thickness of your concrete.<\/span><\/span><\/div>\n<\/li>\n<li>\n<div class=\"western\" style=\"margin-bottom: 0cm;\"><span style=\"color: #000000;\"><span style=\"font-family: Calibri, sans-serif;\">Damp proof course\/Damp proof membrane \u2013 this includes any <\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Calibri, sans-serif;\">brickwork below ground level, floor insulation and preparation <\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Calibri, sans-serif;\">for your ground floor.<\/span><\/span><\/div>\n<\/li>\n<li>\n<div class=\"western\" style=\"margin-bottom: 0cm;\"><span style=\"color: #000000;\"><span style=\"font-family: Calibri, sans-serif;\">Drains \u2013 before drains are covered over.<\/span><\/span><\/div>\n<\/li>\n<li>\n<div class=\"western\" style=\"margin-bottom: 0cm;\"><span style=\"color: #000000;\"><span style=\"font-family: Calibri, sans-serif;\">External wall \u2013 to ensure proper construction and placing <\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Calibri, sans-serif;\">of insulation.<\/span><\/span><\/div>\n<\/li>\n<li>\n<div class=\"western\" style=\"margin-bottom: 0cm;\"><span style=\"color: #000000;\"><span style=\"font-family: Calibri, sans-serif;\">Completed roof structure, before removal of scaffolding <\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Calibri, sans-serif;\">and placing of insulation.<\/span><\/span><\/div>\n<\/li>\n<li>\n<div class=\"western\" style=\"margin-bottom: 0cm;\"><span style=\"color: #000000;\"><span style=\"font-family: Calibri, sans-serif;\">Before plastering<\/span><\/span><\/div>\n<\/li>\n<li>\n<div class=\"western\" style=\"margin-bottom: 0cm;\"><span style=\"color: #000000;\"><span style=\"font-family: Calibri, sans-serif;\">At completion.<\/span><\/span><\/div>\n<\/li>\n<\/ul>\n<p class=\"western\"><span style=\"color: #000000;\"><span style=\"font-family: Calibri, sans-serif;\">Previously, for domestic work, Building Control would need to have\u00a0been notified two days before commencement of the work and not more than five days after work had been completed, but now you must also notify building control at each stage outlined in your Inspection Service Plan in order for them to carry out site visits at those particular stages. <\/span><\/span><\/p>\n<p class=\"western\"><span style=\"color: #000000;\"><span style=\"font-family: Calibri, sans-serif;\">It is important to be aware that if the builder or owner fails to notify Building Control of the stages set out in the plan, they\u00a0may not\u00a0be issued\u00a0a completion certificate.<\/span><\/span><\/p>\n<p class=\"western\"><span style=\"color: #000000;\"><span style=\"font-family: Calibri, sans-serif;\">The idea behind the changes\u00a0is that service plans will provide flexibility to the site inspection process and allow Building Control to risk-assess builders in order to ascertain whether fewer visit could be carried out on particular jobs.<\/span><\/span><\/p>\n<p class=\"western\"><span style=\"color: #000000;\"><span style=\"font-family: Calibri, sans-serif;\">In theory this should lead to reduction in fees on jobs where Building Control play a smaller role and could potentially entice developers back from Approved Inspectors.<\/span><\/span><\/p>\n<p class=\"western\" style=\"margin-bottom: 0cm;\"><span style=\"color: #000000;\"><span style=\"font-family: Calibri, sans-serif;\">On the other hand more visits may be required for more complex jobs or where the builder is deemed\u00a0less experienced (or even less trustworthy).
